Scott Kilpatrick has been a police officer with the Baltimore County Police Department for over 18 years and a detective for the past 16 years. He spent the early part of his career in the Vice Narcotics Unit, which worked to dismantle drug trafficking organizations. Early on, Kilpatrick utilized social media to establish the structure of the drug organizations. One of the investigations resulted in the dismantling of a rogue unit within the Baltimore Police Department. The investigation was documented in a book and TV series titled We Own This City. Kilpatrick was then assigned to the Special Victims Unit, where he continued to leverage social media and open-source resources to locate suspects of sexual assault and rape. He has also continued to increase his knowledge of OSINT, SOCMINT, and other open-source resources. Kilpatrick is a Maryland Police Training and Standards Commission Certified Instructor and a Certified Cyber Crime Intelligence Analyst through NWC3, and he has attended over 50 different trainings in digital forensics, online investigations, and techniques.
